Yes this is true you do have to pay the registration fee to get temp tags and yes you can get them from AAA and pay the fee there
No you can't be issued a temp tag anywhere. You pay registrarion and then you won't be charged a penalty and you have i believe 2 weeks to get it smogged and then you'll get your tag.
