I do not work there, but yes they do have weelchairs like any other airport cross border in otay you are getting all airport services immediately
They provide the wheelchair for the handicap just pull up in front and ask or sometimes theirs a staff member of the airport

It is a brand new facility abd very modern. I would be shocked if they didn't have handicap accessibility. After you cross it and you're st the TJ airport, there may be an escalator, i dint recall, but my guess is thst they would also have an elevator. Staff is super helpful.
