CBX Shuttle ground transportation tickets can only be purchased inside the CBX terminal in Otay-Mesa. Departure at 10:30 am arrives at Santa Ana: 1:30 pm, Anaheim: 1:45 pm, Huntington Park: 2:30 pm and Downtown Los Angeles: 2:45 pm-3:00pm I took this information directly from the CBX service.
If there are buses, taxis, there is a van that will sell you the ticket to the inside terminal every hour.

You can find taxis on the right at the exit and car rental counters. I have not seen buses, but you can take a taxi to a nearby Greyhound exchange.
