My neighbor has a 6 month old black lab mix puppy. They do not want the dog and I believe it is mistreated. Its left in a small apartment 24 7 and seems very thin the few times I have seen it.Can Tri County rescue the dog if the owner surrenders it ?

I am sure they can. They are beyond awesome and. wonderful. They are 100% animal advocates and they do amazing things. They will guide you through what ever is needed to save this dog. You are a kind and caring person.

I think they would do something to help, but you should call to them first, because they have a sign on the entrance stating that people can not leave dogs by the door for them to rescue.
