yes it is fair. they are providing you a service to assist in your purchasing experience if you do not purchase anything then they must charge you for the service!!
To clarify: when you go there, if you don't know your size, she will fit you. If you then buy a bra, there is no fee. If you DON'T buy a bra, the store charges you $25, which I find to be very unfair.
