Some hotels offer a car rental service. These are generally relatively luxurious hotels. Check with your hotel. It is unlikely that a rental company will accept that you leave their vehicle elsewhere than in one of their centers.

I don't think you can leave it at the hotel, but you can drop it off at the nearest agency. On the other hand, report it when booking.

I think you can drop it off at a SiXT agency near your hotel, if there is one. Otherwise it is mandatory to drop off the vehicle where you picked it up.
