On the Audobon Nature Institute website, it says that no pets, besides service animals, are allowed in the Aquarium. I would assume that would also mean that dog strollers are also not allowed, as a service dog wouldn't be serving their purpose in a dog stroller. Also, it does say that emotional support animals do not qualify as a service animal.
You'll need to call and ask, but dog strollers are cruel, dogs are meant to walk - 4 legs silly
