You do not need a license to operate a 49cc scooter. And for your second question I personally wouldn't buy a scooter from them they're ridiculously high on prices.
No Driver's License need. We may seem high price because you are buying a Quality bike with 10,000 mile or 1 yr warranty. So the extra $300 is nothing compare to a scooter that will only be a break down scooter and in the repair shop all the time.
