Yes - Dogs are required to be leashed. But can't guarantee other owners will comply. Maybe visit off peak times.

Dogs are required to be leashed. While we were there with our old dog we complied. However, we saw a couple of dogs unleashed, one playing Frisbee and the other chasing a ball in the water. Both seemed under the owners' control, but we gave them a wide berth. There is a lot of room so it seems you would be able to avoid other people and dogs. Our old dog is afraid of other dogs and can be snappy if she perceives she's being "attacked". Be aware the trails are multi use and you will see bike riders and could see horses and riders. There's lots of room to get off the trail. So again it shouldn't be a problem.
