Most of the hotels offer free shuttles to the parks.
Give yourself about 2 hours to really enjoy yourself
I live in Orlando. They may offer a disney shuttle but probably not universal because of distance. Busch Gardens is an amazing park but is in Tampa so its very unlikely that they will offer a shuttle there
Some hotels in Orlando and near theme park offers shuttle. For Bush gardens you have to pay extra for the shuttle.

Public transport is an option, uber and taxis, or check with wherever you're staying
Most hotels in the area have transportation to the parks in Orlando. You could also take an Uber and its around 10-15 USD to every park. Not sure about busch gardens though.
It depends on where you staying. Where i stayed they provided free shuttle bus service to all the theme parks
