Yes I bought two four new tires at Walmart and I got a free balance and rotation the first time I brought them back for balance and rotation they forgot to put two lugs on my wheel had the second time I went back they said they couldn't rotate my tires because there was two lugs missing they gave me a hard time so I'm not very happy with Walmart
yes they do install tires even if you dont buy from them
