Yes, you can get close for photos.

The shipyard is no longer secured, there are many businesses there. Where exactly you might get a decent shot, hard to say. The boat is big so bring some wide lenses, but there is detail so bring some long lenses too.

You can drive into where it is located. The entrance is across from Pete's Grill in Quincy. Go into the gate stay towards the left and you should see the ship. It is open on the weekends.
