Yes it is... You must bring everything you need with you. And I believe you need to register with the park ranger which you can do on their website.
Yep. It's pack in pack out. There is a compostable toilet for use in that area. North end only for camping. There is no water or any other amenities, so you will have to bring everything that you need.
