Service and support animals are. Other than that, I don't think so, or its at least discouraged.
Yes and no. Breed and size matters.
Small dogs are allowed to walk around, but not inside shops or restaurants which is all it is.
We noticed several small dogs, and a service dog.

Nobody has ever stopped anyone from bringing a cat or dog, but someone was stopped for trying to claim a horse and peacock as a service animal. Some even bring a black mouse as a service comfort pet and Disney has to let them in with it. There are 177 feral cats running around the parks keeping unwanted critters around. There are also gators in the ponds ansmd lakes since Disney property gets major tax breaks for being wildlife conservation grounds as well.
