Never spring break , is a mess , in this time disney have people a lot!!!!!
November. Specifically right after Thanksgiving while everybody spending money on presents and don't have time to go to the park. And actually right now! We went to Universal and Islands of Adventure last weekend and were able to get on every ride
This is possible the best time because its before summer time when everyone is taking vacation. Monday thru Friday if possible.
Also aim for the early am.

Early spring and non holiday fall/winter. Stay away from Spring break time!
During the week. During pandemic if park reaches capacity you won't get in. They are Excellent on making sure safety rules are followed.

August September November. If you go on a school day mid year it's pretty loose on the crowds
I've only been there on the weekends and it's always packed. They don't accept reservations, so to prevent a 'full capacity' we go early.
We always go early Spring and Fall/Winter, never in the Summer too hot and too many people.
