Yes, you can launch from the camp. The city/county are in the process of making improvements.
There is access to the water, many people canoe and kayak during summer. When I was there February of last year, they weren't currently offering any type of rentals so you would have to provide your own. My family and I love going and stay in Mascogee (sp?)Cabin every time we go.
Yes you can paddle boat however I don't believe they rent them. They have a boat ramp that you could launch from. They also suffered some hurricane damage so it may be a good idea to call just to check.

I'm not certain. There is an area that goes down to the water, but no vehicle access. There is a boat ramp across the street on the other side of US17. You can launch there and paddle over if necessary. It's very close.
