so my neighbors moved out and they totally just left their pitbull tied to a tree in the backyard and hes been out there for 2 days straight. No food or water, if i call Halo will they accept him? I dont want him to be taken and killed.

You could also take him to a Brevard County shelter. They're all No-Kill now thanks to Sheriff Ivey.
