Take the Sea Goddess tour boat, generally goes out three times a day.
Marina CA right down the the road is a great place to see whales
Moss Landing is on the shore of the Monterey Bay and whale rarely (not never) wander into the bay. Take one of the tour boats.
Just a little walk to beach i don't know whale come close but very peaceful
I don't think a lot of the ocean is visible from the benches outside, you better walk closer to the beach

Yes you can, just have to be at the same moment the wales are there.
The day I went we didn't see any but people have seen some around the area.. I wasn't that lucky 🤣
