Normally after you pay the fines ( I'm assuming they were traffic citation related ) an abstract from each court is required. You then submit those to the DMV and your license will be reinstated. You can do all of that at your local DMV and leave with a valid license.
It all depends on the situation. First you need to find out what requirements the department is asking of you. That could vary depending on what the suspension or revoke was for, I would suggest going to the DMV and getting info about what steps are needed to get the license reinstated, or call Mandatory Actions Unit so see what is needed so you can save a trip to the DMV. If you're license is expired or was taken away the of course you will have to apply for another card. Just stop by the DMV and get the requirements for the replacement card.
