If you're asking about the ongoing restoration (& mistaking it with construction) it'll be done by 2020. LACMA provide restoration to the towers ever 8 to 10 years. They started on the first week of thos year hence, 2020 is the goal to finish. However, it's just basic restoration (like polishing the tiles, filling up the cracks & removing any superficial layers create because of the climate). The actual "construction" or active building of the Towers were finished since 1950's by Sabato "Simon" Rodia!
Built by one man, Sabato Rodia from 1921 to 1954. Because of the construction style it's under a constant state of repair but they are beautiful. Go visit and see!
