It is open for appointment only. Call for more info before you go or go to their website. It is open for some in person services.

You may check out the website for your visa. https://visawebapp.boca.gov.tw/BOCA_EVISA/. If you plan to apply visa, they still only accept a mail-in application, rather than in-person. Call them for more information. Good luck!
