Nothing just get there early and you can get a table
The only rental spaces are the picnic tables closest to the zoo, call park and recreation to rent out reserve, they do go fast

It looks like if you wanted to have a picnic, you can. If you want to have a party you might have to reserve space? I'm old school though so I'd just get there early and set up.
Not sure. Last i heard it was $60. You have to call Parks and Recreation.
If you want to go through the city and have more them 20+ i would recommend getting a permit. And depending on the specify spot the price will vary.
