Yes, but arrive early because only about half of the seating area is covered from above so it fills up fast
About one third is covered and all have stacking plastic chairs for seating so our team parents etc moved around as needed for photos and to get in or out of the sun.

Yes. There are "parent dugouts" with chain link fences, but they also have an open air section from about 1/2 way into the OF out to the fence.
