Not sure about the stroganoff personally as I haven't tried everything on the menu. But they have some of the most polite and hardworking staff. We never wait long, even on a busy night. Having been to many "high end" restaurants as well I think I get what you're trying to say.. I would respond that Redlands, although robust, has a small town loyalty. Our family is not from Redlands but we visit quite often and have never been disappointed by this underdog that keeps us coming back for more. To me Tartans is a very good family restaurant. I've been going there for 20 years or so. Since Jeffery took it over from his parents its gotten to be a very cool place, bands through the weekend. I must say its a little on the high price. But good quality meats. Maybe it was a bad day, every place has a bad day. That doesn't mean they're bad all the time. Tartans is my spot.
Tartan never disappoints. It is not fine dining as the above post uneloquently pointed out, but the food is solid. I'm not sure where the reviewer is getting much better meals at a fraction of the cost. I have never been let down for the price point here. I think it's fair to say this person took issue with something and instead of saying something directly to the staff about it, he took to Google to rip.
What keeps many people coming back are the great bands that they bring in several times a week. Of special note is Delaney & James, a 3 piece R & B powerhouse band, you have to see and hear them yourself to believe it! As for the food, they have burger combos that are less than $15 and of course the higher priced fare such as steaks or prime rib. I've had their baby-back ribs twice now and they were falling-off-the-bone delicious! So as for the the above negative review, I'd take it with a grain of salt! 😉
