Loyd Park (neither is Lynn Creek) is NOT part of the State Parks system, so a state fishing license IS required, as well as the gate fee to enter the park. They do not sell fishing licenses within Loyd or Lynn.
You don't need a fishing license if you fish off of the bank inside the state park.
