Call ASPCA first! They will see if it's chipped and find owner. Hopefully in the middle of the night! If my baby was out crying I would want that call. ASAP
Humane society can't help with neighbor disputes, even if animals are involved, you'll need to go through the proper chain of command. Reach out to your neighbor if this is an option and see what can be done to remedy the issue. If that isn't an option, contact your local NON EMERGENCY phone number to your police department (if it's after 5pm). Otherwise, Animal control handles these complaints and will intervene and come out too see what the issue is and issue violations if that's necessary. Please, again remember to use the locals NON EMERGENCY telephone number and not 9-1-1 as it's not an emergency situation and could tie up emergency lines.
I would go over there and knock on the door and complain that their dogs are crying and need to be brought in where it's warm. If they didn't respond I would call The Humane Society first and then the police. Unfortunately there are no dog police.
