No, service dogs only as most California businesses are unless it is PetsMart or something. They cannot be liable for non-service animals urinating and defecating on products or potentially being aggressive towards other customers I'm sure.
Service dogs are permitted but since they sell food and have a restaurant, normal dogs are not.

I'm going to go out on a limb here and say that they are not (with the exception of service dogs I'm sure) because I've never seen dogs in the store, or any of the signs (water bowls/seating) that would indicate this.
