Yes you can wear shorts but being around the pit there's a lot of things that can get airborne. Expresly with those kind of cars. I know it's hot in there. But I would have to think very hard about that. But yes to answer your question.
Yes very much so no dress code unless you have a special pass from one of the teams or vendors.
