Typically, 1,800 - 2,000 PSI is safe but detergents should be used to keep the concrete clean. Pressure washing along doesn't clean and your concrete will look dirty again in no time.
If left to do by someone who isn't trained in this process, yes. Low PSI and detergent should be used to clean vinyl siding.
