Pets are not allowed in food establishments. Only service animals, which does not mean comfort animals. Also, no animal is allow in a shopping cart.
Not sure but if you keep her in the cart, they probably won't stop you. Just chain her to it so she can't jump out and hurt herself. Call the store to double check
