Once you get the email from the state saying you are approved you can start purchasing with your driver's license before you get the actual card. So not until you receive that email, which took about 2 weeks for me to receive after getting the referral and signing up online with the state.
Don't forget to call the Dr's office to get the script filled before you go. You won't be able to go inside until the script is filled.

You can check your email for a temporary card that you can print and use with your ID to purchase. And yes, the State is behind because of inadequate planning and funding by our legislature... ID cards come months after applications are approved.
