Yes you either have to be the person with the wheel chair or have someone with you who is. Your not allowed to by that seat without proberable cause of doing so
I'm not sure about that you would have to check with the xfinity center personnel
I do not believe so, since ppl can buy tickets for others, but I don't know about once you're there if they'd seat an able person there.
