Make an appointment and speak with someone.
You should call DMV California DMV and speak to an agent they probably going to tell you you have to go down to California and show them a clearance from your doctor that you no longer reside in California and the doctor cleared you and when you call if you have to go down in California make sure you make appointment so you won't be waiting in a long line
