I live 1.5hrs away, Inverness, Florida and this is the nearest to me. There has to be a better way I would presume. Your thoughts please.

At this time/date new requests for new retirement cards also spouse IDs, have to go through the DEERS kiosk. I only know one kiosk location: the BX/Exchange. They will use your email provided at the kiosk to setup an appointment.
