On first Monday's, they have a hot dog cart by the welcome center, and sometimes a popsicle cart in the gardens. They usually have story time on those Monday's, so it's kid-friendly fare.

There is a fee. Children under 4 are free. There is not a restaurant but there are machines for drinks and I believe snacks. There is a water fountain in the visitor center and in the gardens. There are tables or plenty of lawn space if you wish to picnic. One of the most beautiful gardens. Well worth the price.
