I would like to know how you have keys to a vehicle that has been towed? When the keys were not in plain sight and then say that the driver did not go through the vehicle.

And a lot of times they have to have keys made for them. So if nothing else they can be moved without having to "tow" them around their lot.

Depending on the year of the car some dealers and towing companies carry valet keys that allow them access to drive the vehicle.
