Well I would say no. The rules are you hsve to be 55 yrs old or older.This complex is State regulated sorry. But have her call the office on Monday mabe her birthday falls in a month they can do something.

I was told at a 55 and older only property that if I'm on disability receiving Social Security I would qualify. At the time I was 50 years old. It may have been just their policy so it doesn't hurt to apply.
