I paid registration fees in mid august and haven't received tags yet. How much time must elapse before I can get replacement tags at AAA?

Usually 30 days from the date the DMV sent them.

I got my tags 😌 the same exact day once ii paid my fees ii also had my smog certificate in hand as well.
