Well, it does cost money if you bring your car in if you park inside. $5. But if you park outside you can certainly walk in for free. It's an awesome place to run with your dog!
No fee to walk in but a fee to park ($5). Can purchase an annual parking pass for all Sacramento County parks (abour $50) to use here. Circular trail around the park a little over 3 miles. Perfect for a run but dogs must always be leashed (rangers issue tickets for unleashed animals). However, Effie Yeaw Nature Center, within the park, is always off-limits to dogs and horses and any vehicles (including bikes).
Always an entrance fee for the park. It's 5 dollars unless noted. Excellent place for dogs. But be wary of the indigenous wildlife. Lots of deer, turkey and even coyotes.

There's a $5 fee for parking, but there's no charge to walk in. There's a lot of wildlife. Turkeys that are large, and somewhat confrontational are all over the place.

Lots of people bring their dogs here for a run - just remember that the trails can get narrow and there are wild animals around that you won't want your dog to spook, so you may need to keep him/her on a somewhat tight leash.
