The entrance fee has already been discussed to get into the Tribal Park. Fee is good for up to 4 people per vehicle to enter the lands of the Tribal Park. Extra cost for extra people in the vehicle up to bus loads. Travel inside the park after the fee station does not cost anything except what you choose to buy from the local craft makers, or the horse rides. The special tours to the back country also cost extra. In your own vehicle once past the entrance station there are not other fees. The interior road is extremely rough!!! Single road takes you to most of the rock monument overlooks. Your question about "anytime" requires clarification. They like you to travel inside the park only during daylight hours sunrise to sunset. There is no back country camping, very, very little hiking, There is only one place to get any refreshments at Fords Point, and that is limited. Bring your own water and food. No garbage service inside except at Fords Point.
The iconic view is free anytime but to enter the actual park you have to pay entry fee around $25 . Be aware that national parks passes are not valid there. If I remember correctly it is only open during daytime unless you have a reservation to spend the night - it looked like it is possible to arrange but we did not look I to it. So basically you come to the entry point and Fri e on the dirt roads asynchronous as you wish. No gas and barely any food there

You can travel freely on the monument valley road. You don't have to pay anything.
No, you have to pay for it and it's possible on opening hours only. But yes you can do the trip by your own car and you can stop on the places of your interest. Be careful, some parts of the "street" were really bad at my visit.
