How safe are seats that spin in the handicap elderly area; where an elderly person would need their physical balance to be able to sit on the little seat that spins and hopefully not wouldn't fall. I would post a picture but it won't let me.

The seats on the access ramps? If thats what you're referring to, there aren't many left. I've never heard of anyone being injured and they've been around for years so I would imagine they are safe.

From what I saw, although small seat, you are well protected. However, I too have not seen these seats in some time.
