Take the fluorescent tubes to Home Depot they typically have a recycle bin as you walk in the door and just put your fluorescent tubes in the recycle bin, it's a free service.

Batteries Plus does not recycle tubes, however Home Depot and Lowe's have great recycling programs available for free.
