Is the lake full and open to fishing ?

Yes

Yes and it is stocked weekly. Although even after paying to get in you still need a fishing license purchased prior to going in. I say prior because it is so much easier to have it ahead of time.

Yes it is now, but not sure how well stocked. They were supposed to open it back in February 2017 but it ended up being late in the year.
