Let's make this simpler.. Bristol Town Beach is basically in Colt State Park ( There is a parking fee during certain times, but you can easily park outside of the beach parking area, and walk).. You can swim at the beach, though I would recommend watershoes, as it is a rock beach with a lot of shells.. Swimming anywhere outside of the beach area isn't allowed...

People do, as long as you aren't overdoing it or letting like 5 kids just do whatever, you're ok to take a quick dip. There are no lifeguards that's why they don't allow it. There is a separate part for swimming, you do have to pay a fee for parking to use that part of the park though.
