Yes you have to. For my daughter's baby shower last year in September we reserved 20 tables and it was $40.00. I believe it was $2.00 per table. We called about a month and a half in advance to reserve the the date and site.
I believe, only if you want a campaite. Otherwise, the other areas are first come first serve basis. Also, for children's birthdays if you plan to have a bouncy castle or something similar, you will need a permit.
