It is 55 or over. There is a small percentage set aside for handicapped individuals. The rents are lower, if you qualify.
I don't know if it qualifies actually as low income, although I know you can't make over a certain amount per year to live there. And also residents need to be over 50 or 55 years old I'm not sure which. I'd recommend calling the main number and speaking with someone there Monday through Friday the office is not open on the weekends. I'm sure they could give you more details.
