You can, but you have to have at least one other person with you. That person does not need an LTC/FID either. They won't let you rent a firearm without a buddy unless you bring your own gun. It's a safety thing I guess.
Yes, Ryan is correct. You need a government ID (passport or driver's license) and be with another person. For safety, we don't allow lone shooters.
