You will need proof of identity and proof of NH residency, but it doesn't have to be license. For example, 20-day temporary plates are not issued to residents of the State of Massachusetts. You will need a signed bill of sale with the addresses of buyer & seller, the VIN and a brief description of the vehicle. If you're buying from a NH dealer, they will give you the 20 day tags. You don't need a title for a 20 day tag for a private sale or from a NH licensed dealer, regardless of the year.

No. But you'll need a title if the vehicle is 2000 or newer. If older, you'll need a bill of sale. You'll also need positive identification for yourself. No license, bring a photo id, or a birth cert., or a military id.
