No it needs be reinstated and you must hold on to document of reinstatement if your licences get exipred after 1 year you will have to do the whole course. Call the DMV from that state to see if you have any other outstanding ticket that you might missed. Some State like Connecticut won't take payment online nor over the phone you must go their in person and pay to uplift the fine, pay the fine, and pay to reinstated your licences. I hope this help.
