Golf carts are not allowed on US 301 North. Both FHP and the Manatee Sheriff do a "friendly survailance" and don't always stop golf carts. But, keep in mind, it still is not legal.
I don't believe it's "legal"to ride golf carts on any part of a State Highway. Only designated golf cart friendly side streets and certain communities. I too live along a Florida US Highway 19, and have known of residents that receive tickets or riding on the sidewalks adjacent to US 19.. to go to the store.
There is a question if it's legal to drive on the sidewalks of 301, but people do drive carts to places along 301
